Update regarding the Utah Public Notice Website as of June 3, 2008:
Great news! I have just complete a manual for the Utah Public Notice Website. The manual is now available for download from the State Archives' Website. Instructions for Download: Visit http://www.archives.utah.gov
In the "Did you know" section in purple on the right hand side, there is a link to contact the administrator. Click on the word "Contact." The training manual is then available for download in the form of a pdf file. Here is also a direct link:

Update to the Utah Public Notice Website: The Utah legislature passed Senate Bill 38, Substitute 6 on the last day of the legislative session. When signed, it will extend the deadline for posting public meetings on the website from April 1, 2008 to October 1, 2008 and full compliance by April 1, 2009. Also, Senate Bill 32, Substitute 2 passed, which requires that all local governments post public bond notice hearings to the website. This will go into effect in May.
The website was launched for use on April 1, 2008 and available to the public.

CURRENT TRAINING SCHEDULE
My name is Tiffany O'Sheal. I am the Utah Public Meeting Notice Website Administrator for the State Archives. As you may know, the 2007 Legislature passed UCA 63F-1-701, establishing the Utah Public Notice Website. The website, due to launch April 1, 2008, is a centralized location for all public bodies within Utah to post their public notices (currently we have public hearings and public meetings that will be integrated). This website will make public notices more accessible to the public and hopefully boost participation in the public meetings and hearings. The requirement for compliance from all public bodies to post to the website also begins April 1, 2008. The mandate for posting meeting notices to the website comes from UCA 52-4-202(3)(i)(B), in the Open and Public Meetings Act. There are a few exceptions to the posting requirement. Municipalities and special districts with a budget of less than $1 million are encouraged, but not required to participate (UCA 52-4-203(3(ii)(b)). There is currently before the Legislature a bill that will require posting all public hearing notices for local governments, regardless of budget.
I have begun gathering information on all governmental entities and I am now ready to gather information on all the public bodies within your respective entities. The requested information will make it easier for the owners (all of you) and posters to register for the website and have immediate access to posting notices. Below is the requested information:
1. Name and contact person to be listed as the owner of the entity (this will most likely be you as the clerk or recorder).
2. Listing of all public bodies within your entity.
3. Contact information for each public body (offical name, contact person name, phone number mailing address and physical address).
4. Names of the individual(s) (posters) who will be responsible for posting public notices to the website for those public bodies (this may often be an executive secretary, etc.). Please also note if you want to approve all of their meeting notices before they are posted or if you want to give them permission (access rights) to directly publish notices to the public for their specific public body, without your prior approval.
5. Contact information for the individual(s) in #4 (name, e-mail, phone #).
6. Name(s) of Newspaper in the geographic jurisdiction of the public body that notices should be sent to for all public meetings of that body.
I know that this is a major undertaking and will take a few weeks to complete, but please make it a priority!
We will begin beta testing on the website on February 15th. If you are interested in participating, please let me know. This testing will allow us to work out kinks in the system before it goes public and we can use all the help we can get.
